Some upcoming artists have been privileged to collaborate with popular artists in order to put them in the limelight. Does this always work though? Because I could recall some upcoming artists collaborating with star singers, only to go back to being upcoming, or worse, completely unknown.

Who’s to blame for this?

I don't know unless we heard the full story on what transpired between the popular artists and the upcoming artists. Sometimes, the problem of being worse might be issue of money between them.

It's not all popular artists whom are so willing when it comes to helping upcoming come to limelight. Sometimes, they demand a steep price those upcoming artists can't be able to pay.

You just state the fact but these upcoming artists won't come online to talk about it to avoid staining the image of the popular artists.

Yes, this is actually true. You will hear of artist that are charging exhibit prices just to promote an upcoming one. But at the same time, there are few ones that are willing to do this even at no cost.

Collaborating with a popular artist gives instant exposure to their audience and adds credibility. It won’t fix a weak song, but for a solid track, it can significantly boost reach, streams, and long-term visibility. In my home country, a lot of lesser known artists and even the new artist frequently collaborate with popular artists to gain validation.
