I think the concept of Jazz does not need much vocals like the other genre, and that’s the point that sets it apart.

Okay, there are a bunch of different types of jazz. Many have vocals. I highly recommend Billie Holiday if you're curious. A lot of the jazz that doesn't rely on vocals (swing, bebop) is complex and exciting and sophisticated in ways that would be ruined if you switched all of the focus to a singer. That's not weakness. As they say, "It's a feature, not a glitch."
